The HPS made quite a good statement in March 00, relative to this question.
Not everything I would have liked, but useful nonetheless.  They said that
any dose below 10 rem should not be compensated.  Above that, consider the
dose.  They note that very few of the thousands expected to apply for
compensation would be above 10rem whole body.

The statement is on the HPS site.  You should note exactly how it's worded,
before reacting to it.
