Without addressing the reasons for the notice I would like to point out 
that not all SNM licenses are just for SNM.  In fact this license covers 
all byproduct, SNM, source material, and large source usage at NIST.  Some 
years ago NRC had the commonsense to simplify the licensing process for 
many licensees by combining multiple licenses into one.  Most were combined 
into a byproduct license because the other materials were minor 
constituents in the facility source inventory.  At NIST the reverse 
occurred because of the large SNM standards program present at that 
time.  So, as the saying goes, you cannot always tell the book by its 
cover.  :-)
