What's a "SUBSTANTIAL FACTOR"?
Based on what I've seen on Radsafe & other sources, it appears that in
determining liability, the concept of a
"substantial factor" means whatever the judge, jury, or tribunal wants it to
mean (i.e., no quantitative guidance). In other words, it is ARBITRARY!!
