I know that similar problems do arise when non destructive testing (for
instance ultrasonic inspection) is needed on parts which can only be
reached by remote equipment. I suggest you contact:

They have all kinds of pipe crawlers and work word wide. 
They also have a department which is specialized in radiation protection
services.
Maybe the combination of specialists you need for your problem?
