NUREG-1465, "Accident Source Terms for Light-Water Nuclear Power Plants,"
implicitly defines "Source Term" as "a release of fission products from the
core to the reactor containment.." It is unfortunate, since the numbers
involved are really "factors" and not "terms." The usage goes back to TID14844,
and the application is the setting of leakage rates from containment
penetrations by taking worst-case site boundary doses calculated from the
leakage.
As an aside, there is a grievous error in volume 7 of WASH-1400's source term
that leads to an unnecessary conservatism of several orders of magnitude.
