Prior to using Reg Guide 1.86, you should check the Federal Register.  The 
NRC issued statements to the effect of rescending the guidance.  The average 
concentrations have been used in some situations.  However, my experience 
with the guidance is that the NRC is not willing to accept the "average" when 
submitting a license termination (laboratories and processing facilities.)
