--UCS' DAVID LOCHBAUM RESIGNED TODAY (11/3/00) FROM A PANEL THAT IS
REVIEWING the effectiveness of NRC's revised reactor oversight process,
which was implemented six months ago. Lochbaum, nuclear safety engineer at
the Union of Concerned Scientists (UCS), announced he was quitting the
15-member interim implementation evaluation panel--about half of whose
members are NRC staffers--at an industry conference in Rockville, Md. "It
seems like it's a much more colorful version of the same old NRC
oversight," he said, referring to the agency's new color coding used to
determine the level of NRC response. "I can be patronized from my office as
well as in White Flint [NRC headquarters]....There's been one against 14 on
too many issues."
