I assume you're dealing with byproduct material.  Importing and exporting SNM
gets a lot more complicated.

See 10 CFR 30.41(c):  "Before transferring byproduct material to a specific
licensee ... the licensee transferring the material shall verify that the
transferee's license authorizes the receit of the type, form, and quantity of
byproduct material to be transferred."  This goes into more detail about
acceptable methods of verification.  There are probably additional requirements
for exporting material.
