Gee, if these ships were allowed to use the Panama Canal they wouldn't have
to traverse the Horn.  Oh, but wait, they can't use the canal because it is
dangerous for them to use the canal.  Dock workers could be exposed to a
little radiation.  We can't have that!  Let's have them go 3000 miles out
of their way, traverse the most treacherous body of water on the planet and
lengthen the voyage by weeks.  Yeah!  That'll work.

Aaaaaarrrrggghhhhhh!

Sorry, had to vent.  Now back to your regularly scheduled Radsafe
programming.
