The intended scrutiny is to find classified information, not criticisms of
DOE.  The search for classified information is a search for particular words
and phrases, not a general "fishing expedition."  The DOE
counterintelligence notice N 206.1 may be accessed at

When I was at Sandia, and now that I am on the Yucca Mountain project, all
of the email I send on the government network is scrutinized anyway.
Although every government computer I have used has a warning about using it
for non-government business, the Sandia policy was very generous with
respect to using the Sandia computer for activities like RADSAFE., and I
used mine freely with the full knowledge that my emails were scrutinized
(and my computer was audited a couple of times a year).

Nothing on RADSAFE is remotely classified and probably is not protected
information.   Anyone handling such material ought to know enough not to put
it on RADSAFE.
