WASHINGTON -(Dow Jones)- One or more U.S. utilities will soon seek
federal regulatory approval for locations where new nuclear power
plants could be built, the Nuclear Energy Institute's top executive
said Monday.
By the end of April, one or more of five utility companies will
announce a filing with the U.S. Nuclear Regulatory Commission seeking
site location approval for a series of new nuclear power plants, said
Joe Colvin, NEI's president and chief executive.
All but one of the planned locations will be at existing nuclear
power plant sites, Colvin told reporters at the U.S. Chamber of
Commerce's National Energy Summit.
The utilities involved in NEI's effort to pursue new nuclear power
plant construction are Constellation Energy Group (CEG), Dominion
Resources (D), Entergy Corp. (ETR), Exelon Corp. (EXC) and the
Southern Co. (SO), he said.
Colvin offered the plans as "a clear signal" that the industry is
interested in building new nuclear power plants, as advocated by the
industry's allies in Congress.
Under NRC rules, once the proposed site is approved, the utilities
could return to the commission at a later date to request a
construction and operating license for a pre-approved nuclear plant
design.
The initiative is designed to capitalize on new standardized and
modular nuclear power plant designs, which promise to greatly lower
costs and safety concerns. By building the new units at existing
plant locations, the utilities hope to lessen public opposition to
the effort.
Nevertheless, at least one of the planned new nuclear power plant
sites under consideration is a "greenfield" location, Colvin said,
without elaboration.
Southern made it clear it wasn't the company eying a greenfield site.
"If I proposed (a greenfield site) to my board of directors, I'd be
institutionalized," A.W. "Bill" Dahlberg, Southern's chairman, said
during the energy summit.
