Weird tender rules



In an anouncement of a tender for radiation monitoring equipment

in Bulgaria (that's on the Balkans), I found some rules which

I would have called puzzling were I not familiar with the region.



- the contract winner is required to pay his customer 10% of

the contract value (?!). Supposedly this is paid back after delivery.



- to participate in the tender one must bail him/her-self in by paying

4000 Euro (apr. 3400 US$).



- the papers with the detailed information cost 100 Euro - "for copying...."...



Is this (or some of it) known (normal?) practice in the US? Or within

the EU countries? (This is a EU financed project, via the Phare program).

P.S. A while ago, before TGI was known in the region, none of the above

rules applied... (We are small and the above numbers are painful to us,

while we have all the resources to do the job competitively).
