DISCUSSION OF PROBLEMs WITH REGARD TO Taiwan’s

RADIOACTIVELY CONTAMINATED BUILDINGS

       Some surprising local news came to light recently:  

     A 200 Micron Sievert/per hour HEAVILY RADIOACTIVELY CONTAMINATED

VILLA WAS FOUND IN TAIPEI CITY,  BECAUSE OF STRUGGLING ON ITS

POSITION PROMOTION IN ATOMIC ENERGY CONCIL (AEC). Disclosed by

a Taiwan’s well known local newspaper reporter, eight (8) years ago.



  A  large  number  of  in  northern  Taiwan  (particularly  Taipei)  

have found themselves  involuntarily   and   without  their   

knowledge  of  consent  to  be  involved  within  a 

terrible/unbelievable  situation  over  the  years.  These  innocent  

 people  residents  with radioactively contaminated  (rad. cont.) 

apartments,  were told,  only within the last few years, of  the 

radioactively rebar (steel bar)  with their walls which has, in many 

cases, been presented within the walls since1982.



  By  the  date  of  this  writing,  a total of over 183-building and 

1,555-house(apartments) 

contaminated  with  (radioactive)  Cobalt-60 have  been   located.  

The  injured  population due to this Co-60 contamination  numbers 

over 15,000 (person). Radioactive contamination includes  rebar  with 

 office  buildings,  apartments,  National Building Bureau built 

apartments, factories, government-owned offices, universities, middle 

schools, kindergartens, nurseries, etc.



  As  part  of  our investigation on  this situation, RADIATION 

SAFETY AND PROTECTION ASSOCIATION  TAIWAN,  obtained secret  

information  from  anonymous sources with in the ATOMIC  ENERGY  

COUNCIL  concerning on  the  original  sources of these radioactively 

contaminated materials.







  It  appears,  from  this  information,  that  HSIN  JONG  IRON  AND 

STEEL MFG. CO., LTD.(=HSIN JONG)  made  a  serious  mistake,  in  

that  HSIN  JONG bought a substantial amount of radioactively  

contaminated  steel  and  wasted  pipe  connections  from a Nuclear 

Power Plant of Taiwan Power Co., Ltd.



  Our  investigation  found  that  the  total  weight of Rad.Conta 

PROCESSED steel bar may total  as  much as  20,000-Ton  during  the 

period from 1982 to 1984.  However, until  now, we estimated that the 

 Rad.  Cont.  steel  bars  weight  amounted  to 7,000-Ton  only;  and 

 the  location  of  the remaining  13,000-Ton  of  Rad.  Conta.  

steel  bars  for  house  builders  is  still  unknown  to  us.  

                                                                      

       

  This  tonnage  of contaminated steel does not include contaminated 

steel that may have been used in Chung-Li Wan Nien Engineering 

College (¸U¦~¤u±M) which was built in 1991.



  It still remains a  GREAT SECRET (we have an evidence that the 

wasted scrap were coming from Nuclear Power Plant) where  the  Rad.  

Cont. steel  came  from and where it is currently located within 

Taiwan’s buildings/apartments or offices.  AEC officers always state 

publicly that their ability to trace this  Rad. Cont. steel  ends  to 

the steel mill (avoiding to mention that the high Rad Conta. wastes 

are coming from Nuclear Power Plants etc. for recycling purposes).



  Presently, these Rad. Conta. Buildings materials are mixed into: 

iron steel bars,  steel angles, round steel  bars,  iron  doors,  

iron  windows,  water  pipe fittings, and even  within  Taipei  City  

Government made sewer road-iron covers which was made and found in 

1987.



  The  contaminated  areas include, Taipei City, Taipei Hsien, 

Keelung, Taoyuan,  Chang-Hwa and now seems as well to include middle 

of southern areas of this beautiful Taiwan Island.



  Finally, we, RADIATION SAFETY AND PROTECTION ASSOCIATION TAIWAN,  

have located  within  HSIN  JONG  STEEL  AND  IRON  MFG.  CO., LTD.  

sales  BALANCE  SHEET FIGURES, notations regarding 604.15-Ton of  

WASTE  IRON SCRAP which in turn, was resold by NUCLEAR POWER PLANT of 

 TAIWAN POWER COMPANY on Oct. 29, 1982.



  In  late  Nov. 1982, HSIN JONG began to manufacture Rad. Cont. 

STEEL BAR (rebar) for local housing/apartment buildings for 

construction use.



  Our  statistics  show  that  this  Rad.  Cont.  steel rebar  (bar) 

has been sold to many local builders for  housing  construction  

including: Min  Sheng  Villa (¥Á¥Í§O¹Ö) Chang Shah Street, Yen-Chiou-

Yuan  Rd.,  Taipei  Enterprises Building , Chia-Kuei-Lin, Chung-Li 

Tai Power Business Division,  Nan-Kang   Tai-Fertilizer  Apartment,  

Taoyuan  Juei-Hen  Electronic Co.,  ICBC’s  Chia-Shan  Steel  Mill., 

etc. 



  It  is  clear  that  Taiwan  Power  Company  is  selling off their 

Nuclear Power Company’s wasted Rad. Conta.  Scrap,  old  machinery 

parts, etc.  Until 1991, during almost every year, they  continuously 

disposed of their wasted scraps.  This  wasted radioactive scrap was 

found in Ku-Ting District Office road-sewer-covers in 1987.



  Wan-Nien  Engineering  College building’s Rad. Conta. steel iron 

bar was mixed with heavy Rad.  Conta.  Bars  coming  from  Nuclear 

Power Plant of Taiwan Power Company’s wasted Rad. Conta. Scraps.      

                                                              



  We  suspected  all  the  captioned  facts,  that  it is possible 

that AEC are always pretended ignorant but only  for  their  

employees’ welfare benefits purposes, so called recycling/disposal 

for wasted scrap.



  This  is  evidence  that  Taiwan’s  security  offices  have failed 

to protect its citizens against radiation contamination problems.  

We, the people  of  Taiwan,   within  15,000  residences  and  1.555-

house  have  suffered  in this way a terrible disaster and as a 

result, many of these victims are faced with bankruptcy.



  Their  apartments are still mortgaged to Banks for installment 

basis.  These  people cannot afford  to  relocated.  If they  were to 

have move out from their residences, their financial condition would 

be very bleak, indeed.



  Seven  or  more  years  have  passed,  except a few places,  yet 

relevant government officials/organizations  have  never  taken  an  

appropriate  action or initiated settlement with the victims of these 

problems.



  The  Rad. Conta.  Material  is not  only  contained  within  

domestic steel bar but it is also showing up within  U.S.  pipe  

fittings  and  its  connections  which  were made in Taiwan for 

export to the U.S. in earlier 1984.



  It  is  our understanding that refused, Rad. Conta. Pipe fittings 

and connections were resold by our domestic merchants again without 

relevant organization oversight.



  We  believe  that there still are many home hardware items,  

instruments,  iron doors, round iron bars, screw,  bolts,  nuts,  

vehicle  parts and other items exported to the foreign countries 

including Europe, the U.S. , Japan, and Asian countries containing 

Rad. Conta. Materials.



  By  means  of  this  report,  its is hoped that the relevant

officers/organizations and individuals within  developed  foreign 

countries will be made aware of this difficult situation, and see fit 

to assist  us in the resolution of these cruel, health-devastating 

problems as quickly as practicable.



  Furthermore,  we sincerely  hope  that  ADVANCED  COUNTRIES  will  

stop  producing NUCLEAR  POWER  PLANT/WEAPON,  and   come  to   the  

aid  of  radiation exposure  victims.



  Your  advanced  MEDICAL TREATMENT  INTERVENTION  for  Rad.  Conta.  

VICTIMs and related technical assistance/guidance etc, would also be 

greatly appreciated.
