Question re: cell phone Specific Absorbtion Rate

How does this general SAR limit of 2.0 (I would assume

J kg-1) relate to proposed power density limits (W

m-2)? Specific Absorbtion is usually expressed in

terms of dW/dm or J kg-1 whereas specific absorbtion

rate is expressed as SAR = d(dW/dm) dt-1 in W/kg. 



The ANSI standard originally had a maximum power

density limit of 10 W m-2 from 30 MHz to 300 MHz and

50 W m-2 above 2 GHz I believe.  At the same time,

Russia had a standard that was about 30 mW m-2 and 100

mW m-2 respectively. Usually, a surface power density

meter calibrated to a phantom is used to measure the

W/cm2. So, derived exposure limits were expressed in

terms of power density.



New York had proposed a maximum 0.5 W m-2 for the

frequency range 60 Mhz to 100 GHz a long time ago.
