Two Common New Transportation Errors

Two following two errors pertaining to the implementation of

the IAEA TS-R-1 (ST-1) transportation regulations have been

relatively common since July 1:

1. Descriptive information such as "non-special form, non

fissile or fissile excepted" is NOT part of the proper

shipping name. For example the proper shipping name is

simply Radioactive Material, Type A Package for UN2915

2. No Type A1 or A2 values have increased. 49 CFR

171.11(d)(6)(v)states that "Type A quantity values shall be

limited in accordance with 173.431 of this subchapter."

Also, 171.11(d)(vi) states "Limited quantities (excepted

packages) of radioactive materials must meet the provisions

of 173.421, 173.424, or 173.426 as appropriate." For

example, although the A2 for I-125 increased from 2 TBq to

3 TBq in IAEA TS-R-1, the 2 TBq value must continue to be

used pursuant to 49 CFR 171.11(d)(vi) and (v).

Some I-125 seed shippers erroneously increased their

excepted package shipments from 54.1 mCi to 81 mCi. Sorry,

you will have to wait two or three more years for that.

Note that lower of the applicable A1 or A2 value between the

49 CFR values and the IAEA/ICAO/IATA must be used for all

international shipments, and on those carriers that have

exclusively adopted the IAEA/ICAO/IATA values. In no cases

may the 49 CFR Type A quantity values may be exceeded.
