1. What is the goal?
2. What results do we expect to find?
3. For what threat will irradiation detect?
4. Do we know what effect irradiating, say, pharmaceutical shipments will have?
5. How many X-Ray units will be needed in all of the post offices?
6. Who is going to pay for all of this?
