The dose to inactivate bacillus spores is around 2.5 megarad.  Even at this dose, some spores are particulary hard to kill.  This means a commerical irradiation facility is probably required, not some home-grown, portable accelerator.



One Russian bioweapons expert has suggested using a steam iron on letters as sort of a mini-autoclave.  This, of course, only works on letters.  Packages are another matter all together.



Sound silly, but with the paranoia of the times, it probably won't be the silliest.
