Contamination From Under Water Cutting

I am trying to find out some of the problems with torch cutting highly contaminated metals under water (racks in an old Fuel Pool).



1.  How much contamination will go airborne with the bubbles coming to the surface. (an estimate of the % of initial activity) 



2.  Problems to expect in the water while cuts are being made.
