Of course, it depends on what you are considering.  If it is adverse effects

of radiation to workers or the general population , then the number of

cancer incidences is more important.  While a number of cancer types are

curable, the economic and social costs can be high.  Regulations are usually

imposed to reduce not only deaths, but other health effects.  Traffic laws

are a good example of this.

Do any of these data bases take into account people who  have two cancers -

not repeats of the original one - Say a person has bone cancer - which is

"cured"

and then suffers form an unrelated cancer like lung cancer and dies.
