I'm not sure if this was a joke, but the speed of light has not
been changing. If you are refering to the Setterfield analysis,
he didn't use the data correctly (a polite way of saying that he
messed with the data to get the answer he wanted.)
By observing light emitted from Supernova SN1987A, it can be
determined that the speed of light has not changed appreciably
in the past 170,000 years.

And just to keep this on topic, that means that the rates of
radioactive decay have been constant throughout geologic time
also.
