This seems to be a semantic issue - we are misunderstanding each other.



If people perceive that something is scary this perception is real (part of 

reality) regardless of how irrational it may be. This does of course not 

change the real scientific or technical issue.



Furthermore, such a reaction may cause decisions that are real.
