Jaro, et al, my understanding of IGA/SCC, is that it can happen in any swaged/forged material.  many times the cracking is adjacent to the weld, since that is where the stress occurs (pull/push, etc) and can also be associated with a chemical imbalance or attack (IGA), such as chlorides on stainless steel.  Note that SG tubes crack at the junction where the tube in swaged/cold rolled into sheet, debris forms sludge.

As far as I know, these "holes" are in fact hair-thin (but deep) cracks caused by "stress corrosion cracking" in the weld material of PWR reactor vessel penetrations (nozzles) for the control rod drive mechanisms (CRDMs).
