EU Sues Member States Over Radiation, Pollution Rules
LONDON (Reuters Health) Mar 15 - The European Union's executive arm said on
Thursday it would take six member countries to the European Court of Justice
for failing to implement measures to protect power plant workers, medical
staff and patients from ionising radiation.
The European Commission said in a statement it would act against France,
Germany, Ireland, the Netherlands, Portugal and Britain for infringing two
rules relating to radiation. They were supposed to be implemented by 13 May
2000.
The first, the Basic Safety Standards Directive, is a detailed set of
provisions designed to limit the exposure of workers and general public to
radiation or radioactive substances in medical and industrial applications.
The directive reduced acceptable radiation exposure limits and set
requirements for the justification for using radiation.
The second directive, on Medical Exposures, aims to protect patients and
medical staff from radiation. It acts as a supplement to the Basic Safety
Standards Directive, specifying a more precise description of when the use
of radiation is justified, and sets requirements for experts in the medical
area.
The Commission also said it had launched legal action against France,
Germany, Britain, Greece, Spain, Austria, Italy, Ireland, Denmark and
Finland for "failing to implement, or inadequately implementing, EU laws on
air quality and air emissions."
"These directives were agreed 3 to 4 years ago. It is disappointing that
some member states have still not made good their commitments," Environment
Commissioner Margot Wallstrom said.
The regulations concern consumer access to data on car carbon dioxide
emissions, the use of leaded petrol and the content of sulphur in industrial
fuels.
