I hope you realize that the NRC has "bought" the idea of having a threshold.
Regulations say licensees do not have to implement programs that reduce
public exposures below 1 mSv/y. Is the NRC more enlightened than the
public? ALARA is only implemented for workers' exposure, not the public.
John-Public ALARA considerations are very much alive in the framework of
NRC's license termination process and rules (10 CFR 20, Subpart E). The
criteria for both unrestricted and restricted release (10 CFR 20.1402 and
20.1403) stipulate ALARA demonstration conditions on the 25 mrem public
annual TEDE constraint. Refer to NUREG-1549 "for the rest of the story."
