I found an old E-Mail from a SCE colleague, Eric Goldin, where a 

reference is cited:



"John Baum of Brookhaven published a detailed paper in Nuclear Plant 

Journal in March-April, 1991 and cited the most common value at $10k. 

He is quoted in a March 1991 Nuclear News article with $2k for low 

exposed workers (below 1 rem/yr) and $10k for higher exposed workers 

(approaching or exceeding 1 rem/yr)."



If you can put your hands on this document, there is a lot of 

specifics regarding the various $/man-rem values used.
