If the Health Commissioner actually said that, without qualifying the 

comment, it is a reprehensible statement. Evacuation is often NOT the 

choice response, unless the effluent release is so great that not 

evacuating poses a greater harm than simply sheltering in place. The 

most common response is just that - shelter. Now we allegedly have a 

Health Commissioner telling his constituents that if there is an 

emergency at a nuclear plant (even an Unusual Event) that they should 

evacuate. Horrible commentary by a public official, if he was quoted 

correctly.
