Surely you are not suggesting that those groups who
recommend and establish radiation (to stay on subject) standards
might actually be placing their own self-interests above what is best for
the general public. I am shocked!!!! :-)

Actually, they do not
have my interest at heart at all. They find themselves in a situation
where if they do not do something, even if wrong, but for the right reason,
then they will be at risk for doing nothing. Thus they pass the risk on
to those with less political power. At the same time, they enhance
their own power, politically. The adverse effects that obtain from
"doing something" are not their problem, but are the problem of the victims of
their beneficence. Both legislators and regulators fall in this
category, especially regarding radiation (to stay on subject... !)
