To be fair, I suppose it's not the agencies themselves. It's the "permanent

bureaucracy" in the very narrow self-serving interests that are untouched by

changes in leadership, etc., that are committed to/must maintain the

self-serving LNT fiction in the face of voluminous evidence that actually
