The introduction mention the reason:
INTRODUCTION It has previously been argued that, notwithstanding the merits
of the system that has developed to ensure the radiological protection of
man, there is also a need to develop criteria and frameworks that explicitly
demonstrate that the environment will also be protected. In fact, in recent
years, this need has been the subject of some considerable discussion and
debate, including the holding of at least two symposia and the production of
an IAEA document.
