If the EPA considers the annual dose to be one Rem and it occurs every year for a 50 year lifetime for adults, that's 50 Rem times 0.0004/Rem cancer risk (from ICRP-60) or 0.02 or 2% lifetime risk.

A simplistic linear model using LNT makes the math really easy for EPA!
