The Final Rule was published on April 28, 2003.

The effective date is January 4, 2004. Drivers must comply with the existing rules through January 3, 2003, and begin complying with the new rule on 01/04/2004.

 

The new rule is not nearly the complicated mess the proposed rule was.

 

This rulemaking release is part of a series expected this summer into next year as part of consent decree with Public Citizen, CRASH, et. al.
