FYI the IAEA Joint Convention on the Safety of Spent Fuel Management and on

the Safety of Radioactive Waste Management



defines spent fuel thus:-



""spent fuel" means nuclear fuel that has been irradiated in and permanently

removed from a reactor core; "

The Joint Convention recognises that spent fuel is legally not "waste" and

may be of economic value

Right or not quite right, "spent nuclear fuel" is what everyone calls it,

whether it is eventually reprocessed or not.  Trying to change the name

isn't going to change anyone's mind and will only serve to confuse.  Looks

like a bit of wheel-spinning..

Continuing to use misleading and technically incorrect terminology ("spent

fuel") that puts useful fissile fuel into the category of nuclear waste has

misled Congress, news reporters, and most of the pubic.
