FYI the IAEA Joint Convention on the Safety of Spent Fuel Management and on
the Safety of Radioactive Waste Management
defines spent fuel thus:-
""spent fuel" means nuclear fuel that has been irradiated in and permanently
removed from a reactor core; "

The Joint Convention recognises that spent fuel is legally not "waste" and
may be of economic value

Continuing to use misleading and technically incorrect terminology ("spent
fuel") that puts useful fissile fuel into the category of nuclear waste has
misled Congress, news reporters, and most of the pubic.
