Disposal of Low-Activity Waste - Proposed Rule Change



EPA has issued "Approaches to an Integrated Framework for Management and 

Disposal of Low-Activity Radioactive Waste: Request for Comment" a 

proposed rule change to 40 CFR Chapter 1.  This is detailed in the 

Federal Register, Vol 68, No 222, Nov 18, 2003, pages 65120-65151.  See

EPA is receiving public comments on options to promote a more consistent 

framework for the disposal of low-activity waste (especially mixed 

waste).  The proposal is to allow disposal of these wastes and some 

classes of LLW in a RCRA Subtitle C hazardous waste landfill.



Should this be implemented, it will open up disposal options for 

industries that are currently constrained to a few expensive sites.  As 

you might expect, anti-nuclear activists are gearing up to oppose these 

proposed rule changes.  This will be an excellent opportunity to educate 

the general public about radioactivity.  Less expensive (though no less 

protective) disposal options can aid in more affordable delivery of 

beneficial applications of radioactive materials (like nuclear medicine) 

and quicker cleanup of contaminated mixed waste sites.
