I hate to say this but you have been reading to much Tom Clancy. BWs are very well affected by a number of conditions while the delivery systems are extremely hard to assemble and deliver unless your a military power. I do not mean to down play BWs but AQ and terrorists will keep it simple and deadly. While RDD's are much easier and not as hindered by weather conditions.....Gerry
