What medicine or surgery would you want, if only potential harm and not

potential benefit were considered, as with current abuse of the

precautionary principle for radiation?



HPs must familiarize themselves with BENEFITS of ionizing radiation to use a

true "precautionary principle":

1, cancer destruction with localized 4,000 rem in dozens on doses,

2, imaging of CT for stroke, heart vessel obstruction, etc, at 1 - 5 rem

each,

3, hormesis stimulation of biologic defenses and circulation at 2-10 x

present background (1 - 10 rem/year)  for better longevity, less

inflammation, resistance to cancer, etc.



safety = benefit/harm  (whether radiation or medicine)

SUMMARY

1. The issue of when and how to use the precautionary principle, both within

European Union and internationally, is giving rise to much debate, and to

mixed,

and sometimes contradictory views. Thus, decision-makers are constantly

faced

with the dilemma of balancing the freedom and rights of individuals,

industry and

organisations with the need to reduce the risk of adverse effects to the

environment, human, animal or plant health. Therefore, finding the correct

balance so that the proportionate, non-discriminatory, transparent and

coherent

actions can be taken, requires a structured decision-making process with

detailed

scientific and other objective information.
