The NEA/OECD document was based on ICRP 27 and has an Appendix on Evaluation of benefit and risk considering parameters, as - Property loss due to fire, Protection of human lives, Life-saving Potential of Fire Detectors in the home, Radiation Dose from installed ICSDs, Doses from ICSDs installed in Industrial, commercial and public buildings, Doses from ICSDs installed in private homes, Waste disposal consideration, Scenarios of accidents: Fire, Explosion, Misuse or mutilation, Theft or loss.

What do the regs say? I know that the fire chiefs associations have said the smoke alarms with an ionizing source are life-savers--"twice as effective as the others" (however that is measured). I hope that the regs don't say that it's better to get burned to death than to have a few microcuries of radioactivity in the house!

Radioactive lightning rods were and still are taken away from the market starting by 1980s. In fact there is not a formal study and justification
to use it. This is not the case for Smoke Detector. There is specific Recommendations for smoke detector. The basic document is Recommendations for Ionization chamber smoke detector in implementation of radiation protection standards, Nuclear Energy Agency, Organisation for Economic Co-operation and Development, 1977

--SHOULD RADIOACTIVE LIGHTNING RODS AND SMOKE DETECTORS BE BANNED?
France's senior nuclear regulator, Andre-Claude Lacoste, asked that question today at
the close of a day-long conference in Paris devoted to the management of
radioactively contaminated sites. Lacoste said use of such devices, which
cause contamination problems if not properly managed, may not be justified.
He also suggested that multidisciplinary working groups be set up to
investigate contamination issues posed by former uranium mining sites, on
the model of what was done around Cogema's La Hague reprocessing site. He
called for completion of France's inventory of contaminated sites and said
the administration will be in a position to identify priority sites within a year.
