The Pu-238/ Pu-239+240 activity ratio for Chernobyl was about 0.3, if memory
serves correctly. This is far higher than bomb fallout, and will be to this
day, even though there's been time for significant decay of Pu-238 since the
event. So the isotope activity ratio should be quite diagnostic. But I
agree with Franz, it's not hopeful, because it seems unlikely there'll be
enough Pu to measure precisely.

I do not think, that in the year 2004 a proof is possible, that somebody
lived in the Chernobyl area - whether before or now.
