49 CFR 173.4(a)(6) - Small quantity exceptions

This is in re the 10/01/03 edition of the reg.  Should I read this literally to mean that "the completed package" must have actual "prototype testing"?  If so, what documentation, if any, should/shall be kept?  Thanks in advance.
