According to ICRP Pub. 71, the transfer of tritium as HTO or OBT to the body
is 100% and independent of the mode of intake. Other tritiated compound,
such as that in lights, are not as simple. For example, the default "Type"
for tritiated metals is M.

I can't help you on this question. I am confident that tritium would be
more efficiently delivered to the body by ingesting it as water than by
inhaling it as a gas, but I don't know by what factor.
