Speaking of regulations and the Westchester situation in particular, in my
experience medical licensees are not licensed to receive radioactive waste
or radioactive biohazards from an unlicensed entity.
The thought, as suggested by the Westchester authorities, that the hospital
can receive waste from the outside and the person can transport radioactive
materials in particular I-131 in a plastic tub to a medical licensee and
drop it off is generally prohibited under most licenses, even if the State
is willing to grant an exemption or look the other way regarding DOT
requirements.
Bottom line, if you want to use a detector, you need to get a detector that
can do the job and provide proper training.
