Better to control from the bottom up, HPs using common sense for their own health, 
than Borg susceptible to, "Kein Ruckfall ins Atomzeitalter" (German Greenpiece motto).

Less regulation and taxation gives more safety and prosperity, as proven with HSAs for health care. .
