Yes, I believe we interpreted it this way at NIST when I was employed
there. Betty Ann (if you are on here), can you comment?

After scanning the NAVLAP manual it seems to me that before a facility
could use electronic dosimeters it would have to get NAVLAP
certification for their program.  Seems like like a huge hassle which
may actually cost more in certification costs than what a dosimetry
service would cost.
