Overwatch Consulting / Don Rickard is a  kind-of known company in the Law 
Enforcement Public Safety Bomb Disposal Field. They are trying to position 
themselves as RDD people. They are known for a test involving a containment 
system for RDD's. Prior to the RDD scares, they basically did frisker sales 
and consultation.
