Dear Friend,

Thank you for the observation, in fact we were among the consultants, both
scientists and communication specialists, to drafting and review of this
document. This is complementary to the TECDOC IAEA 1076. The TECDOC IAEA
1076 is more generic and of large amplitude. The Safety Reports Series 24,
Communication Planning by the Nuclear Regulatory Body,
describes good practices and gives practical examples of how the regulatory
body can establish a systematic and structured programme for enhancing
effective communication with various parties and under various
circumstances.

In fact, the first document on this issue was written 10 years ago,
unfortunable not available to download.
