In case no one else has mentioned it, the text from the 2004 HPS Summer
School may be of interest: "Public Protection from Nuclear, Chemical,
and Biological Terrorism" edited by Brodsky, Johnson, and Goans. I think
it's available from the medical physics publishing website.
Also, the AAHP sponsored a course, "Materials and Methods for Training
First Responders to Radiation Emergencies," at the 2003 HPS Midyear
Meeting.
Finally, the CDC and ATSDR have web-based materials as well.
