In my amateur opinion, this is akin to giving the OSHA political leaders 
a toy chemisry set to play with and then to saddle the US with the 
resulting absurd mess as though it was valid science and engineering -- 
with a big price tag and an expanded regulatory empire -- just what the 
nation needs.
