if this is the case, perhaps you shouldn't trust them with radioisotopes 
in the first place ;-)
 
BTW, i'm curious to know how many labs and individual users AND how big 
is your staff???  the system you have outlined would require our office 
to triple it's staff levels.... somehow i can't see our campus 
administration approving such an increase... in fact we've lost about 
30% in the last 4 years.
