from the University of Missouri-Rolla McGraw-Hill 1983
ISBN 0-07-065396-6 reprints both mass attenuaton and mass energy
absortion coeficients from J. H. Hubbell, "Photon Cross Sections,
and Energy Absorption Coefficients from 10 keV to 100 GeV",
NSRDS-NBS 29 C (1969).  Tsoulfanidis only reprints values
up to 10 Mev.  I haven't seen the Hubbell paper, so it may
or may not be available.
