The state of Utah has a list of 10 classes of devices that may be
licensed under a general license.  Most of those devices require some
type of labeling indicating that they are distributed under a general
license.

I found no provision in our regulations that seems applicable to
an electron capture detector with millicurie quantities of 63Ni.

Hewlett Packard requested a copy of our byproduct license before they
would send a GC with an electron capture detector.  So they were not
attempting to distrubute the device under a general license.
