LSA packages

Agreed, but you do need to placard the vehicle the material is being 
transported in, something that we have tried not to do to state 
vehicles.  It draws too much attention on campus.

Also, the interpretation we got out of the Chicago DOT office was that 
if a material was being transported on a public road or highway (and 
even public waterway since we are right on Lake Michigan) it needed to 
be properly packaged, manifested etc.  The "commerce issue" only came 
into play with the HM 181 training requirements.  

I know that Purdue University was "set up/caught" by the DOT for 
transporting waste from one facility to another without proper 
packaging.  Jim Schweitzer has some great "horror" stories.
